Who will be the next Secretary, Textiles?
Mr. Arvind Kumar Singh, IAS (MP, 1972), Secretary, Ministry of Textiles is superannuating on 31st January, 2009. It is tipped that Ms. Santha Sheela Nair, IAS (TN, 1973), at present, serving as Secretary in the Department of Drinking Water Supply, Ministry of Rural Development may be shifted to Ministry of Textiles to succeed Mr. Singh.
Appointment of India’s Representative at ICAO
Following the joining of Dr. Syed Naseem Ahmad Zaidi, IAS (UP, 1976) as Director-General, Civil Aviation in the Ministry of Civil Aviation, the post of India’s Representative to the International Civil Aviation Organisation (ICAO), Montreal, Canada held earlier by him has fallen vacant. There are two IAS officers of Kerala cadre alongwith Mr. Rajesh Kumar Singh, IAS (MT, 1985), Joint Secretary, Civil Aviation, who are tipped to be in the race for the post. Dr. Zaidi, prior to joining ICAO in November, 2005, was Joint Secretary in the Ministry of Civil Aviation and if the tradition persists and prior experience of working in the Civil Aviation Ministry is considered for appointment of next India’s Representative to ICAO, Mr. Singh, whose tenure has been extended twice upto 31st January, 2009 as Joint Secretary, Civil Aviation is the natural contender for the post. According to sources, there is some technical hitch over the appointment of Mr. Singh on this post but considering his better experience as compared to other two officers, he may be given this prestigious assignment.
Mr. Govind Mohan to become J. S., Economic Affairs?
Mr. Govind Mohan, IAS (SK, 1989), Director in the Department of Economic Affairs, Ministry of Finance, who has been empanelled for holding the post of Joint Secretary or equivalent in the government of India may soon be appointed on the post of Joint Secretary, Economic Affairs, sources said. The post was held earlier by Mr. Arvind Mayaram, IAS (RJ, 1978) who has become Additional Secretary & FA in the Ministry of Rural Development.
Mr. Maninder Singh may be shifted
It is tipped that Mr. Maninder Singh, IAS (AM, 1989), Director in the Ministry of Petroleum & Natural Gas may soon be shifted to some other important assignment under the Ministry of Petroleum & Natural Gas. According to sources, he may be appointed as Executive Director, Petroleum Conservation Research Association (PCRA) or else shifted to the Petroleum & Natural Gas Regulatory Board. Mr. Singh has been empanelled in the rank of Joint Secretary in the Government of India.
Mr. Amitabh Jain may become J. S., Commerce
According to sources, the name of Mr. Amitabh Jain, IAS (CG, 1989), Joint Director in the Directorate General of Foreign Trade (DGFIT), Department of Commerce, Ministry of Commerce & Industry, who has been empanelled as Joint Secretary in the Government of India, is almost final for appointment on the newly created post of Joint Secretary in the Department of Commerce.
Mr. Devesh Chaturvedi to become Additional D. G., Tourism?
Mr. Devesh Chaturvedi, IAS (UP, 1989), Director in the Ministry of Tourism may become next Additional D. G., Tourism in the office of D. G. Tourism, Ministry of Tourism. Mr. Chaturvedi has been recently empanelled as Joint Secretary in the Government of India. The earlier incumbent to the post, Mr. Sanjay Kothari, IAS (HY, 1978) has been appointed on the newly created post of Additional Secretary in the Ministry of Tourism following his empanelment for holding the post of Additional Secretary or equivalent in the Government of India, few months back.

It is tipped that the name of Mr. Amit Mohan Prasad, IAS (UP, 1989), Director in the Ministry of Health & Family Welfare is almost final to succeed Mr. Krishna as next Joint Secretary in the Ministry of Health & Family Welfare. Mr. Prasad has been recently empanelled as Joint Secretary in the Government of India.
Mr. Alok Shukla may be appointed DEC, Election Commission of India
The name of Mr. Alok Shukla, IAS (CG, 1986) is almost final for appointment as Deputy Election Commissioner in the Election Commission of India and he may join there soon on deputation, sources informed. The post has fallen vacant following the elevation of Mr. R. Bhattacharya, IAS (AP, 1978) as additional Secretary in the Government of India.
Mr. Keshav Chandra may become Director, Rural Development
Mr. Keshav Chandra, IAS (UT, 1995) is tipped to be in consideration for appointment as Director in the Department of Rural Development, Ministry of Rural Development. The post of Director in the Department of Rural Development, held earlier by Mr. S. K. G. Rahate, IAS (JH, 1990) has fallen vacant following the appointment of Mr. Rahate as Private Secretary to the Minister of State for Food Processing Industries (Independent Charge), Government of India.

Appointment of J. S. (Exploration), Petroleum & Natural Gas
The appointment of Joint Secretary (Exploration), Ministry of Petroleum & Natural Gas which is news for quite some time, may soon cease to create further rumours and speculation as it is believed that finally the name of Mr. Apurva Chandra, IAS (MH, 1988), Resident Commissioner, Maharashtra Sadan, New Delhi has been agreed upon for appointment on this post. When the name of Mr. Chandra did round as one of the officers in the panel for this post, most of the people started believing that the inclusion of his name in the panel will ensure that there will be no further delay as he is considered as a favourite and preferred officer of the people who matter. Prior to this, Mr. Chandra’s name did rounds for the post of Joint Secretary (Refinery), Ministry of Petroleum & Natural Gas and Joint Secretary in the Ministry of Civil Aviation. Mr. Chandra has been previously associated with the Ministry of Petroleum & Natural Gas from November, 1999 to May, 2004, when he served as Private Secretary to the then Union Minister for Petroleum & Natural Gas, Mr. Ram Naik. If the sources are to be believed, the reason behind the unexpected long delay in filling this post, caused due to scrapping and deferring of panel on several occasions, was because of giving preference to some particular officers by the Ministry of Petroleum & Natural Gas for this post. Initially, the Ministry tried to get extension in tenure of Mr. A. K. Jain, IAS (MP, 1986), the earlier incumbent, beyond 29th June, 2008, failing in that, it was delayed in the wait for empanelment of IAS officers of 1989 batch as Joint Secretary in the Government of India in order to elevate and appoint one IAS officer of 1989 batch serving as Director in the Ministry on this post.

The unexpected long delay in the empanelment of IAS officers of 1989 batch to hold the post of Joint Secretary or equivalent in the Government of India is said to have caused lot of disappointment among the hopefuls and has raised many eyebrows. And after the recommendation of forty eight officers (list can be seen in our Archives, 18th November, 2008) only, for empanelment by the CSB, the situation has worsened further as there is lot of frustration among the meritorious left outs. It is rather surprising that there is no adequate representation to the minorities, Scheduled caste, Women, Unrepresented cadres and officers from North East etc. It is also baffling that in spite of PM's directions things are as it is. There appears to be doubt in the minds of concerned officers as meeting of CSB was deferred many times. Was it because there were some forces working on it? What was the need to defer the meeting five times if they had to add only two names though initially list of thirteen officers with their dossiers was already prepared? But ultimately under some pressure only dossiers of officers from unrepresented cadres were sent and not from women, SC, Minority etc? These questions raised by the left out officers may force the authorities to rethink and try solving them. Whatever happens to these questions and allegations, but if its true, then one can say that not only the common people but supposedly the most powerful people, like IAS officers, too are subjected to grievance and discrimination in our system.

The name of two IAS officers Mr. R. Karikal Valaven, IAS (AP, 1989) and
Mr. Pabar Kumar Borthakur, IAS (AM, 1989) has been recommended by the CSB for empanelment in the rank equivalent to the Joint secretary in the Government of India, sources informed.
Mr. Maninder Singh may get some other assignment soon
Mr. Maninder Singh, IAS (AM, 1989), Director in the Ministry of Petroleum & Natural Gas, whose name is amongst the officers of 1989 batch who has been recommended for empanelment as Joint Secretary or equivalent at centre may soon be shifted to some other important assignment under the Ministry of Petroleum & Natural Gas, sources informed. Mr. Singh, who is believed to have lost to some other officer in the race for the post of Joint Secretary (Exploration), may be appointed as Executive Director, Petroleum Conservation Research Association (PCRA) or else shifted to the Petroleum & Natural Gas Regulatory Board.

It is tipped that Mr. T. S. Narayanasami, Chairman and Managing Director, Bank of India may soon be shifted and posted on some important position in the Reserve Bank of India.

Mr. B. Anand, IAS (TN, 1987) has been appointed as Joint secretary in the Department of Ayurveda Yoga and Naturopathy Unani Siddha and Homeopathy (AYUSH), Ministry of Health and Family Welfare. Mr. Shiv Basant, IAS (JH, 1976), the earlier incumbent to the post, went back to his parent cadre in the first week of October, 2008 prematurely.

Finally the empanelment of IAS officers of 1989 batch for holding the post of Joint Secretary or equivalent in the Central Government took place yesterday on 10th of November, 2008 and fifty officers from this batch has been empanelled, sources informed. When the list will come, lot of disappointment is expected from the officers.
