Mr. Raman Srivastava appointed Special Secretary (IS)

Mr. Raman Srivastava, IPS (KL, 1973) has been appointed as next Special Secretary (Internal Security), Ministry of Home Affairs. Mr. M. L. Kumawat, IPS (AP, 1972) following his appointment as Director General, Border Security Force was given the additional charge of the post of Special Secretary (Internal Security), Ministry of Home Affairs.

Mr. D. Chaudhary appointed J. S., Chemicals & Fertilizers

Mr. Devendra Chaudhary, IAS (UP, 1981) has been appointed as Joint Secretary in the Department of Chemicals & Petro Chemicals, Chemicals & Fertilizers and will succeed Mr. Gurdial Singh Sandhu, IAS (RJ, 1980), who will complete his extended tenure on 04th December, 2008.

Who will be appointed A. S., Economic Affairs

Who will be appointed as Additional Secretary in the Department of Economic Affairs, Ministry of Finance? The position held earlier by Ms. Sindhushree Khullar, IAS (UT, 1975) has fallen vacant following her appointment as Secretary, Youth Affairs, Ministry of Youth Affairs and Sports. Mr. Rajiv Mehrishi, IAS (RJ, 1978), Principal Resident Commissioner, Rajasthan House, Mr. Saurabh Chandra, IAS (UP, 1978) and Mr. Jayant M. Mauskar, IAS (AM, 1977), Additional Secretary in the Ministry of Environment & Forests are said to be three strong contenders for this coveted post. But, till the Government takes a final call and assign this responsibility to some officer, one can only speculate as Ms. Loretta Mary Vas, IAS (UP, 1977), Additional Secretary (Budget), Economic Affairs too may get the attention of the authorities for this post.

Mr. Deepak Trivedi may be appointed Principal Commissioner, DDA

Mr. Deepak Trivedi, IAS (UP, 1985) may be appointed as Principal Commissioner in the Delhi Development Authority (DDA), Ministry of Urban Development. The post was created in the month of June, 2008.

Mr. C. Viswanath to become J. S., Defence?

Mr. Chirravuri Viswanath, IAS (AP, 1981), Resident Commissioner, A. P. Bhawan, New Delhi is tipped to be in consideration for his next assignment in the Central Government on deputation as Joint Secretary, Department of Ex-Servicemen Welfare in the Ministry of Defence. Earlier, he has worked as Joint Secretary in the Ministry of Environment & Forests in Government of India. The earlier incumbent to the post, Mr. Chaman Kumar, IAS (GJ, 1978) was elevated and appointed as Additional Secretary in the Department of Agricultural Research & Education, Ministry of Agriculture.

Mr. Sudhir Bhargava may be appointed J. S., Fertilizers

Mr. Sudhir Bhargava, IAS (RJ, 1979) is tipped to be in consideration for his next assignment in the Central Government on deputation as Joint Secretary in the Department of Fertilizers, Ministry of Chemicals & Fertilizers. The earlier incumbent to the post, Mr. V. Chhiber, IAS (MT, 1978) was elevated and appointed Additional Secretary and FA in the Ministry of Shipping, Road Transport & Highways.

Mr. B. B. Patnaik to continue with the additional charge of Chairman, CWC

Mr. B. B. Patnaik, Managing Director in Central Warehousing Corporation (CWC) will continue to hold the additional charge of Chairman, CWC for a period of three months beyond the 30th day of October, 2008.

Capt. K. S. Nair appointed Director (Bulk Carriers & Tankers), SCI

Capt. K. S. Nair has been appointed as Director (Bulk Carriers & Tankers), Shipping Corporation of India (SCI).

Mr. Rakesh Mahajan appointed Director (Finance & Commercial), HSL

Mr. Rakesh Mahajan has been appointed as Director (Finance & Commercial), Hindustan Shipyard Limited (HSL).

Mr. Satnam Singh to continue with additional charges

Mr. Satnam Singh, Chairman & Managing Director, Power Finance Corporation (PFC) will continue to hold the additional charge of Director (Projects), PFC and Director (Finance & FO), PFC. The extension to hold the additional charge has been given with effect from 01st November, 2008 to 31st March, 2009 or till the appointment on these posts.

Mr. Rahul Khullar may move to PMO

It is being speculated that Mr. Rahul Khullar, IAS (UT, 1975), Special Secretary in the Department of Commerce may be considered to succeed Mr. Pulok Chatterji, IAS (UP, 1974) as next Secretary, Prime Minister's Office. Mr. Chatterji is slated to assume his next assignment as Executive Director, World Bank from 01st February, 2009 in place of Mr. Dhanendra Kumar, former IAS officer of 1968 batch from Haryana cadre, who is serving on extended tenure. Mr. Chatterji and Mr. Khullar have earlier served in the PMO for about five years at almost same time. Both of them joined as Deputy Secretary, PMO in the end of year 1985, were elevated as Director, PMO on 01st July, 1988, and served till the mid of year 1990.

Mr. S. K. Ray elevated

Mr. S. K. Ray, CSS, Joint Secretary & FA in the Department of Education, Ministry of Human Resources Development has been elevated as Additional Secretary in the Ministry of Human Resources Development.

New post to be created in Ministry of Tourism

The Ministry of Tourism is creating a new post of Joint Secretary or equivalent in the wake of the forthcoming Commonwealth Games to be held in Delhi in the year 2010.

Mr. Gurdial Singh Sandhu, IAS (RJ, 1980), who is serving as Joint Secretary in the Department of Chemicals & Petro Chemicals, Chemicals & Fertilizers will complete his extended tenure on 04th December, 2008. According to sources, Mr. Devendra Chaudhary, IAS (UP, 1981) is being considered for appointment as Joint Secretary in the Department of Chemicals & Petro Chemicals in place of Mr. Sandhu on completion of tenure.

Mr. Harsh Bardhan, CIT-VIII, Delhi has been given the additional charge of CIT-V, Delhi.

Mr. Deepak Kumar appointed Director, FDDI

Mr. Deepak Kumar, joint Commissioner of Income Tax, Delhi has been appointed as Director (A&F) in Footwear Design & Development Institute, Rae Bareilly under the Ministry of Commerce.

Change of cadre

The cadre of Mr. Akshat Gupta, IAS (GJ, 2006) is to be changed from Gujarat to Uttarakhand. The inter cadre transfer of Mr. Gupta has been approved by the competent authorities.

Appointment of J. S., AYUSH

Mr. Shiv Basant, IAS (JH, 1976) who was serving as Joint Secretary in the Department of Ayurveda Yoga and Naturopathy Unani Siddha and Homeopathy (AYUSH), Ministry of Health and Family Welfare went back to his parent cadre in the first week of October, 2008 prematurely. Who will be appointed as next Joint Secretary, AYUSH?

Appointment of Director, Environment & Forests

The post of Director in the Ministry of environment and Forests held earlier by Mr. S. Jaganathan, Indian Railway Traffic service has fallen vacant consequent upon his proceeding for training programme. It is tipped that Mr. Rao Ayyeswara Ancha, Indian Information service (1987) along with few other officers is being considered for appointment on this post.

Mr. Upendra Tripathy may join Minority Affairs

It is being speculated that, the name of Mr. Upendra Tripathy, IAS (KN, 1980) has been finalised for the post Joint Secretary in the Ministry of Minority Affairs. The post was held earlier by Mr. Pradeep Sen, IAS (RJ, 1982) and was vacated by him in the month of May, 2008.
